M & A : What are the main districts ?
Jean-Claude Latour : The town centre and the seafront are sought-after and expensive areas. The former is 80 % pedestrian and has just been thoroughly renovated. The latter owes much to the appeal of the beaches and currently lacks supply. Apartments account for 70 % of property here. The rare villas with garden, garage and ocean view fetch a small fortune. A 2-bedroom apartment of 55 m2 costs 250,000 € ; a 100-m2 town house in perfect condition, 400,000 € ; a 170-m2 villa without any major appointments starts at 650,000 €. The Espagne district, Beaurivage and Milady offer all categories of housing, with some good opportunities in terms of price. The area greatly appeals to lovers of Biarritz the authentic, especially artists and middle-class surfers, and there are still some warehouses converted into lofts to be found. A square metre for renovation can be bought for 3,600 €, and from 4,200 to 4,600 € once done up. A 100-m2 town house fetches 380,000 €, or 600,000 € with a garden and a garage, and from 750,000 to 1.2 million euros for a select 200-m2 villa with pool, depending on facilities and view. Saint-Charles, which extends to Biarritz golf course, features old dwellings from 1 to 2.5 million euros, houses for 700,000 €, as well as bourgeois apartments. A square metre ranges between 4,000 and 4,200 € in old properties, and 6,000 € in upmarket dwellings. The area attracts wealthy buyers, retirees and lovers of the Basque town.

Buyers are more demanding than in the past. Young people opt for a Basque villa or a town house. The over fifties are keen on walking and head downtown near the shops. A fully renovated master dwelling near Les Halles costs 1,250,000 €. A 100-m2 town house by the sea, in the Beaurivage area, reaches 850,000 €.
A.S. : Biarritz’ coastline runs from Le Phare to the Côte des Basques. Ocean views are greatly appreciated and priceless. The centre encompasses the Saint-Charles, Clemenceau, Les Halles and Jardin Public areas. Newcomers dream of car-free living in a town desperately lacking parking facilities.
How much have prices risen, and to what extent ? What do you foresee ?
J.-C. Latour : Over the first six months of 2007, prices fell slightly, even though demand remained greater than supply. Put off by the high prices, clients are more and more reluctant to buy, and scout round other areas. What’s more, they find that the appointments do not justify the asking price.
J. Mariette : Over the last four years, prices have risen by 30 %. The current stagnation is necessary and logical. However, the lack of available land, migration from major cities to the coast, quality of life and the influx of foreigners are not factors likely to favour a drop in values, quite the opposite. Only a significant increase in interest rates could bring a turn-around.
Is it still possible to speculate in Biarritz and to what extent ?
J.-C. Latour : Biarritz is a good investment. If you choose a property with top-quality fittings, an increase in value is guaranteed.
